Coordination Services

In conformity with the Presidential (Transition) Act, 2012 (Act 845), the Office of the Administrator-General performs the following coordination services: –

  1. provide guidance and coordination services for the preparation and distribution of Handing-Over Notes by MDAs, MMDAs, RCCs and ICBs through the Presidency. Handing-Over Notes are the critical constitutional document issued by public office holders to provide detailed account of the tenure of public office. As part of the presidential transition processes, the Handing-Over Notes are then made available to the newly elected President, and to;
  • Parliament,
  • the Chief Justice,
  • the Council of State, and
  • the Public Records and Archives Administration Department (PRAAD).
  1. The Administrator-General is also responsible for:
  • preparing a national register covering all the public lands and any other lands vested in the President by the Constitution or any other law and of all other official assets.
  • conducting stock-taking exercises of the official assets in the official residence and in the personal or private residence of the President, Vice-President and of each of the Ministers, before the exit of, and upon the assumption of an elected administration.
  • conducting any other stocktaking exercise to ensure accountability and transparency, and
  • making recommendations to the President in consonance with article 179 of the Constitution, for budgetary allocations for the purposes of the transfer of the reins of Government from one administration to the next administration.
Collaboration Services

Other functions envisaged or implied to be performed by the OAG, but which are not mentioned in the Act include the following:

In collaboration with PRAAD ensure that the records of activities at the Presidency are collated, formatted and properly stored as part of the valuable history of the country (i.e. Presidential Archives/Documentation OAG);

  1. Provide technical and information support to the Transitional Team to facilitate a transparent management of information and orderly transfer of the assets and properties of the Government.
  2. Ensure that the incumbent President and Vice-President vacate the official residences before the day of the inauguration of the new President
Divisions

Our functions are performed through the underlisted divisions

 

    • Presidential Estate Division – To provide technical and administrative leadership direction for the performance of the Presidential Estates Functions of the OAG.
    • General Services Division – To provide technical and administrative leadership for the effective performance of the functions of the Division.
    • Research Monitoring and Evaluation Division (RMED) – To provide technical and administrative direction and leadership for the Research, Monitoring and Evaluation functions of the OAG.
